The last year of 2022 has been a year with many challenges. Among them, the first challenge was the misuse of rupees due to the economic crisis in our country and an unstable economic pattern.
Due to the prevailing economic situation in the country, the price inflation of essential items was very high. And we cannot forget that they faced difficult tasks like supplying gas to the crematorium.
Also, the unit had to face many problems in getting stones, sand, bitumen, kola, concrete, and gravel traditionally required for the development activities. These reasons made the implementation of development projects and work units very difficult.
During such a period, many of the projects approved by the central government could not be implemented due to the cancellation of projects and programs related to the limitation of expenditure according to the National Budget Circular No. 03/2022 issued on 06-04-2022. When the circular was issued, only 18 projects were implemented the rest of the projects were canceled and the capital support received from external sources was not received. Could not be implemented in 2022.
At the end of the work year of the 149 projects approved by the council funds, physical progress of about 75% was achieved with the relaxation of the strict restrictions of the above circular. At the end of the year, a total of 76 projects to be developed in the year 2023 with the projects approved by a supplementary estimate remaining.
In addition to this, the political instability in the country and the circulars issued from time to time to impose expenditure restrictions, problems arising in the execution of orders, and non-approval of higher institutions occurred from time to time. Even in such a situation, it can be mentioned that even though there were great difficulties in dealing with the increase in the price of goods without increasing taxes or fees while providing services, it can be mentioned that we successfully faced those situations as an organization. Meat shops, public markets, public toilets, chariots, river piers, public lands, and other tender-leased properties are leased annually through tenders, the people did not get tenders as in previous years and it can be considered a financial loss. Due to the failure to pay taxes, there was difficulty in collecting arrears compared to other years. The existence of a large deficit despite the assessment tax can be described as an unfortunate incident that we faced as an institution.
Due to the fuel crisis, due to the suspension of the public transport service, there were obstacles in carrying out the daily work from time to time due to the coming to the office in groups covering all sectors. But we should appreciate the best efforts that we have given as an organization to fulfill the activities that are directly connected with the public, such as approvals and public complaints, in the shortest possible time.
Being able to increase self-generated income in 2022 compared to 2021 even in such a period can be described as a victory obtained through challenges.
